Also if anyone else is still having problems after trying this, make sure you're in full screen mode. Can't believe the solution was so easy; earlier I was like "did my computer break?!". AND I play on low settings on SC2 anyways...I also connect directly to my modem.So all this points to some problem on Blizzard servers. Bypassing Battle.net-launcher doesn't help me. This fixed all issues and the game now runs at 70 FPS capped on medium to high settings. When I play SC2, which I modified the variables to run below the lowest possible settings, it still makes any type of competitive play impossible, just so much lag.
